No comments about numbers 2 to 4 not existing however. Could be a situation where for copyright reasons Harrier printed issues 2 and 3 in a limited amount and got stores in the area to sell them. DC did that with some stuff once or twice. I’ve a lot of Valiants and Busters like this in Australia. Interestingly, the comics retain the date which was also completely incorrect and a few weeks out by the time the comic went on sale.
